Assignment Title: School Mapping Improvement: Writing of new programs

Background:
The Quality Education in the Rural Areas of Moldova Project (QERM) was designed to contribute to the Government of Moldova’s goals of improving quality, access and efficiency of the education system. The school mapping system is running in the e-Transformation Department of the Ministry of Education. Its software platform is Microsoft SQL Server and Adobe Flash. This system has an interface to generate visual diagrams with data at rayon level and distances between schools. 
The main responsibility of the individual consultant is to design the required objects to improve the existing school mapping, in order to provide quality educational data as well as prepare the related functional requirements documentation.

Objective of the consultancy:
The primary responsibility of the individual consultant is to write the programs (source codes) of approved functional requirements for improving the school mapping. For each requirement, a set of one or more programs will be developed based on prespecified design elements.

Qualifications:
• degree in Computer Science or related field plus minimum 3 years of relevant work experience;
• strong experience in information systems development, and a solid understanding of database testing, and integration methodologies;
• proven knowledge of entity-relationship modeling (E-R modeling) and of system development using relational database management system (relational DBMS);
• excellent knowledge and experience of Web Database Applications and Rich Internet applications;
• knowledge of current and emerging IT products, services and processes;
• proven ability to write precise programs based on system design elements, with innovative problem-solving ability;
• ability to deliver under tight deadlines and produce high quality work outputs;
• experience in documenting and managing issues and actions for development of information systems.

The individual consultant will work during 8 months, between March and October, 2013.
