Assignment Title: Project specialist to support the MoER, Project Management Team and universities with the implementation and monitoring of internationalization-related activities under MHEP
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) are to provide administrative and logistics support and assist the MoER, PMT and selected higher education institutions with the implementation of internationalization activities, as well as to maintain continuous and efficient communication between and within all the mentioned stakeholders.
This is a full-time assignment (subject to 8 hours per day) expected to begin in October 2025. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the closing date of the Project on December 31, 2029.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- A university degree in education, management or administration area. A Master's degree will be an asset;
- Knowledge of Moldovan higher education sector, including an understanding of education reforms and policies;
- At least 2 years of experience in administrative and logistical support for education-related projects
- Experience in organizing events, managing documentation, and supporting project coordination.
- Familiarity with the internationalization of higher education will be an advantage.
- Work experience with World Bank-supported or other international projects will be an advantage.
- Fluent in Romanian and English (both oral and written);
- Strong organizational and interpersonal skills, ability to multitask, work independently, and collaborate effectively with teams.
- Demonstrated IT skills, including proficiency in MS Office (Word, Excel, PowerPoint), and familiarity with project management tools.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
